Lillehammer has been an ICORN City of Refuge since 2008.

As a UNESCO City of Literature, it hosts the annual Norwegian Festival of Literature, attracting both national and international authors and audiences.

Throughout the year, the Lillehammer House of Literature and the city library present a wide array of literary and cultural events.

The city is also home to the Nansen Humanistic Academy, which offers courses in creative writing, as well as seminars and workshops.

Since joining ICORN, Lillehammer has welcomed seven writers and poets in residence: Prudence Uriri (Zimbabwe), Ba Hai Huynh (Vietnam), Nama Jafari (Iran), Mehdi Mousavi (Iran), Fatemeh Ekhtesari (Iran), Amani AboShabana (Egypt), and Meryem Sultan (Uyghur).
