ICORN participates in meeting on UN special report “The rights to freedom of artistic expression and creation”
The meeting will take place in October 2013 in Brussels and offers artists an opportunity to make their voice heard by creating and sending a two minutes video prior to the meeting.
The vitality of artistic creativity is necessary for the development of vibrant cultures and the functioning of democratic societies. Art, in any form, is an important vehicle to express and develop humanity, worldviews and meanings assigned to our existence. In many countries however there are laws and regulations that restrict artistic freedoms, the underlying motivations most often being political, cultural, economic or moral.
ICORN was present at the Human Rights Council in June 2013, together with Article 19 and Freemuse, when UN special rapporteur Farida Shareed presented the special report “The Right to Freedom of Artistic Expression and Creation”. In the report, Ms. Shareed addresses the many ways in which the right to the freedom of artistic expression and creativity may be curtailed. She encourages States to critically review their legislation and practices imposing restrictions on these rights. The issues dealt with in the report are censorship (political and religious), safe havens for refugees and at risk artists, access to artistic expression for all minorities, freedom of movement, assembly, use of public space.
The working group on Arts Rights and Justice wishes to underline the importance of the report during a meeting with members of the European Parliament (Human Rights, Culture and other Parliamentary Committees) as well as diverse representatives of the European Commission.
A call for videos from artists
During the meeting they would like to offer artists the opportunity to make their voice heard, particularly those who are confronted with one or more of these issues in their day-to-day practice, and/or living and working under conditions of restriction or risk.
You can make your voice heard by sending to a two minutes video that explains your personal situation, or the situation in your country or region. Your first audience will be the above-mentioned politicians and representatives of the EU Commission.

The Working Group on Arts, Human Rights and Social Justice (ARJ) was created in February 2012 as a Working Group of the civil society dialogue platform, “Access to Culture”, with a mandate to make policy recommendations to the EC and the EU’s Member States, and to highlight new trends pertinent to their policy making.
